We're seeking a dedicated professional to support our HR initiatives while upholding the values of our city.
DEFINITION:
Under general supervision, provides staff support to the Human Resources Division by providing responsible technician and office support for varied human resources activities and functions including recruitment and selection, labor and employee relations, classification and pay, training, and salary and benefit administration.
Performs related work as required.
Representative Duties REPRESENTATIVE DUTIES:

Essential Assists in a variety of recruitment activities; prepares job announcements, advertisement, and recruitment related information; works with department representatives to develop interview questions and other tests; assists with written, performance, and oral interview processes; notifies candidates at all steps of the selection process; and schedules pre-employment physical examinations and livescan reviews.
Participates in the onboarding process with new City employees; conducts orientation sessions; provides information on policies, procedures, and insurance options; and reviews and confirms completion of all necessary employment forms.
Maintains a variety of confidential files; scans documents required for permanent retention.
Maintains database systems and sends reminders and associated forms to departments relative to employee performance appraisals, merit salary considerations, expiration of permits and licenses, and other routine queries or reports.
Performs mathematical calculations as they relate to salaries and benefits.
Assists in coordination and participation in employee events, including wellness program events and the annual employee recognition program event; may serve on the Employee Recognition Program committee and Safety committee.
Prepares or assists with preparation of reporting for Local, State, or Federal as required.
Performs a variety of general clerical support functions including receiving and processing mail, composing, typing and proofreading letters, forms and documents, and preparing reports; processes invoices for payment; copying and distribution of materials; assists in conducting surveys; completes data entry of new hires, separations, and associated changes in the Human Resources Information System (MUNIS); monitors materials levels and orders supplies as needed.
Provides assistance to applicants, City staff, and the general public by serving as the first point of contact for the Human Resources Division by phone and at the public counter; completes verifications of employment; distributes forms, insurance and benefit packets; provides information on salary, job descriptions, policy, procedure, and labor contracts.
SUPERVISION RECEIVED AND EXERCISED:
Employees in this classification report to the Human Resources Analyst and may be responsible for the supervision of clerical staff.

Qualifications:
Knowledge of:
Basic human resources administration practices and terminology, particularly as related to recruitment, selection, compensation and benefits administration, standard office practices and procedures; business English, including spelling, grammar and punctuation; business arithmetic; and the basic functions and structure of a municipal government.
Ability to:
Understand, analyze, interpret, apply, and explain moderately complex policies, procedures, laws, and regulations; develop recruitment plans and effective written materials; direct and review clear, concise and effective recruitment plans and selection procedures; take minutes at meetings; organize work, set priorities and meet critical deadlines; coordinate multiple concurrent projects; maintain accurate records and files; research and compile information and prepare reports and recommendations; exercise sound judgment within established guidelines; maintain confidentiality regarding employee information; understand and explain complex benefit structures; establish and maintain effective relationships with those contacted in the course of work.
EDUCATION/
Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Minimum:
High school diploma or equivalent plus 60 units of college level coursework; two years of progressively responsible secretarial or office administrative work including one year of work in a human resources function (an additional two years of experience may be substituted for 30 unites of accredited college unit).
Must have experience with Microsoft Office programs.
OTHER REQUIREMENTS:
Possess a valid California's Driver's license and a good driving record.
Must be able to pass a pre-employment physical examination and background investigation.

SUPPLEMENT QUESTIONNAIRE:
All applicants are required to complete the questionnaire.
This questionnaire will be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.
SELECTION PROCESS:
A select number of the most experienced and best qualified applicants will be invited to participate in the examination process consisting of a performance skills assessment and oral interview.
The pass point of the exam is 70%.
Applicants must pass all examination components in order to qualify for placement on the eligibility list.
Eligibility lists maybe active for up to 1 year.

PROBATIONARY PERIOD:
This position is subject to a 6 month probationary period.
CURRENT BENEFITS - MISCELLANEOUS MEMBERS Retirement:
California Public Employees' Retirement System (PERS) and Social Security.
Classic Members - Retirement formula of 2% at age 60 with a 3 year final compensation period.
Classic Members contribute 7% toward retirement.
New Members - Under the new pension reform law, Public Employees' Pension Reform Act (PEPRA), effective 1/1/13 those defined as New Members of PERS are eligible for the 2% at age 62 retirement formula with a 3 year final compensation period.
New Members are required to contribute towards pension.
Effective 07/01/2023, the contribution rate is 7.

Deferred Comp:
City contribution of 1.
6% gross monthly earnings into a 457 deferred compensation retirement plan (ICMA).
Vacation:
Fifteen days vacation for the first four years of service.
Maximum 25 days annually after 20 years of service.
Holidays:
Thirteen and one-half days per year and seven days of floating holiday time.
Sick Leave:
Accrued indefinitely at the rate of eight (8) hours per month.
PERS service credit for unused sick upon service retirement.
Longevity Pay:
2% at fifteen (15) years of service.
Bilingual Pay:
$100 per month for one or more languages.
Health Insurance:
The City contracts with the Public Employees' Retirement System for health benefits for this group.
Effective 1/1/23, the City contributes $822.
37 for employee, $1,644.
73 for employee +1, and $2,138.
15 for family coverage with the employee contributing a portion of the monthly premium.

Dental Insurance:
The City pays 100% of the premium for dental coverage for the employee and dependents.
Dental plan includes orthodontic coverage.
Vision Insurance:
The City pays 100% of the premium for vision coverage for the employee and dependents.
Life/Disability:
The City pays the premium for life up to $200,000 and disability insurance for the employee only.
Voluntary, supplemental plan available for additional life insurance.
Health Club Reimbursement:
The City pays up to $50 a month for health club membership.
Training/Education Reimbursement:
The City pays up to $1000 per fiscal year.
