PERSONNEL SECURITY ASSISTANT

The Personnel Security Assistant performs work related to the collection, organization and/or tracking of information in support of the Personnel Security Program. Major Duties include but are not limited to:
Initiating, reviewing, and approving background cases for release to the Office of Personnel Management (OPM) in compliance with policies relating to completion of suitability investigations for Federal employees and others requiring background investigations for non-sensitive and public trust positions. Evaluating applicants' eligibility and identity, taking applicants' photos, composing and printing applicants' ID cards, administering proximity access on cards, and approve or deny applicants' request. Review position risk sensitivity levels as assistant to the Personnel Security Specialist. Serves as the initial point of contact for new appointees including but not limited to paid or without compensation employees, volunteers, students, residents, and contractors. Reviews information submitted by the requesting office to validate level of background required information into a local data base tracking system and refers appointee for fingerprinting. Regularly monitors the status of specific pending items, compiles data to produce reports, follows up to determine status and records results. Initiates, reviews and releases appointees background investigations in the OPM's Electronic Questionnaires for Investigations Processing (e-QIP) system or in conjunction with the VA- Adjudication Center (VA-AC). Works with applicants who may be experiencing difficulties with completion of electronic forms related to the background screening process. Also works with Recruitment and Staffing to assure required background documents are complete and accurate as per policy. Requests information from various law enforcement agencies and courts. Assures that the approving official is kept informed of these actions. Support the programming of PIV cards after being manufactured. Perform minor PIV troubleshooting of the PIV System during malfunctions and resolve system issues. Responsible for maintaining an in-depth working knowledge of PIV role holder responsibilities. Provides technical advice and guidance to employees, contractors, affiliates, and volunteers regarding matters pertaining to the PIV Program. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Upon completion of satisfactory performance at the lower grade level (GS-05) and upon meeting regulatory requirements, the incumbent may be non-competitively promoted to the targeted grade. Regulatory Requirements Promotion to the next higher grade is not guaranteed and depends on:
(a) the incumbent's demonstration of the ability to perform the duties of the next higher grade to the satisfaction of the supervisor; and (b) the availability and time-in-grade requirements for a higher grade in a career ladder is, in and of itself, only an indicator of eligibility, not an absolute guarantee for such a promotion. Physical Requirements:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, small boxes, or books. Work Environment:
The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
