This position serves as an Administrative Assistant (GEC/OA), GS-0303-07 organizationally assigned under Geriatric and Extended Care (GEC) and works directly for the GEC Business Manager, who reports to the Associate Director, East Bay, for the Health Care System. The GEC program includes the 120-bed Community Living Center (Nursing Home) on the Martinez campus, contracting nursing home and adult day health center programs, homemaker home health aide/Respite programs, Home Based Primary Care, Medical Foster Home, Home Care Coordination program, and inpatient and outpatient hospice and palliative car, as well as Geriatrics. The complexity and multidimensional aspects of GEC require the incumbent to have an overall knowledge of the organization, its mission, goals, and impact on patients, personnel, community, and the nation. The incumbent serves as the primary contact for GEC informational needs and services to a broad range of customers, including senior management, program directors, and service chiefs. The Administrative Assistant (GEC/OA) also conducts data mining and analysis to support program planning for GEC service, briefings and updates to senior leadership and the development of proposals for additional resourced and restructuring. The incumbent performs analytical and evaluative administrative duties including budgeting, procurement and contract administration, human resources management, space and equipment utilization, travel property and records management, and related administrative support services. The incumbent practices independently, exercising initiative and independent judgement in day-to-day activities. The incumbent accepts and supports the guiding principles of the VANCHCS and performs his or her duties in a manner that promotes patient safety, quality health care, outstanding customer service, and the maintenance of an environment committed to service the Veteran. Furthermore, the incumbent actively supports the team concept and continually functions as a team player. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-06, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experiences performing a wide variety of interrelated or nonstandard procedural administrative assignments and resolving a wide range of problems; Candidates should have a knowledge of databases, strong communication skills, ability to work with data and produce reports, policies and correspondence, ability to communicate with a variety of people both orally and in writing. Candidates should be skilled in computer programs, have knowledge of fiscal control points, knowledge of medical terminology; using various office management practices and procedures to perform records keeping, time keeping, office equipment operations and correspondence control; prepared reports, maintained files, receive and distribute information, receiving mails. There is no educational substitution for the GS-07 level. You will be rated on the following Competencies for this position:
Knowledge VA policies and regulations. Plan effectively, set priorities, flexible with changes. Knowledge of privacy practices. Ability to use computer skills and Microsoft programs. Ability to communicate both orally and in writing with a variety of people from different backgrounds and levels of understanding. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Work is primarily sedentary. Work will involve some walking (between different offices, and to/from different areas of the Service), standing, bending, and lifting of light objects (such as books, files, papers, etc.), as well as a good deal of work on a computer keyboard. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
