Program Specialist

Incumbent serves independently as the Quality Assurance Specialist for all in-house and contracted out Housekeeping Quality Control Programs of Facility Management Service (East Bay, Mare Island, Fairfield, Oakland, Redding, Chico, McClellan, Yuba City, Martinez and Mather). They plan, develop, implement and monitor all aspects of quality assurance programs associated with the Environmental Management Service. They will provide train-to-trainer programs for training of EMS Supervisors and respective leaders. As the COR, their primary responsibility is to administrate and provide any advice on Housekeeping contractual work involving the development, coordination and direction of effective hospital housekeeping programs. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
preparing and giving presentations, lectures and other instructional methods; knowledge of principles, methods and tools of quality assurance/control; solves problems quickly analyzing complex problems and recommending solutions; communicate professionally both verbally and in writing; manage contractor applications; develop contact surveillance plans and perform audits for contract review to include inspection of purchasing and document control; OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher-level graduate education leading to a superior academic achievement master's or equivalent graduate degree? The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
