Administrative Officer

Position accomplishes work through an extensive knowledge and understanding of management principles, practices, methods and techniques to provide adequate resource and other administrative support to the AD/EBD. Some of the duties may include, but are not limited to:
Resolve payroll, fund control point management, space management, information technology and personnel issues by interfacing with the administrative services. Manage the provision of services, to include space management, management controls, review and analysis, quality and productivity improvement, and support agreement programs. Analyzes complex administrative management problems with, rapid fluctuation in various program priorities and requirements, and conflicts between program requirements and available resources. Develop, update and implement policies and procedures related to the administration and operation of the clinic and ensures compliance with the mission, goals and policies of VA Northern California Health Care system, VHA and VA. Responsible for developing processes and monitoring such processes that lead to the improvement and efficiency of operations throughout the clinic. Organize and control program evaluation activities at the clinic and identifies administrative issues which may have a negative impact on patient care (i.e. wait times, clinic cancellations, clinic graphics, leave usage, etc.). Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Ensures that studies and reviews are properly carried out and that results are briefed to program managers. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
strong working knowledge of a health care system's organizational structure, mission, functions and inter-relationship of all activities; knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent laws, regulations, polices, and precedents, which affect administrative operations; knowledge of the major issues, program goals, and objectives, work processes, and administrative operations, of the organization; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; knowledge of, and ability to apply, accepted management processes, practices, principles, theories, and objectives; establishing and maintaining effective working relationships with various facility program areas; ability to manage data, design data elements, and report forms; applying fact-finding techniques to gather information necessary to perform analytical review; knowledge of human relations, group dynamics, and various problem-solving techniques; ability to clearly and concisely communicate, through both formal and informal written and verbal communications in the form of reports, technical papers, and briefings; familiarity with medical specialty areas of health care providers to provide and anticipate information needs. To qualify based on education for this grade level you must have Possess a Ph.D. or equivalent doctoral degree or three (3) full academic years of progressively higher level graduate education leading to such a degree or L.L.M., if related. . The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
