Human Resources Specialist (ER/LR)

Duties include but are not limited to:
Provides complex advisory services essential to enable managers and supervisors to properly plan, develop, organize, manage, and evaluate the HR employee relations program. Responsible for providing a wide range of advisory services to senior managers and executive leadership relative to disciplinary and adverse actions, grievances, appeals, unfair labor practices, contract violations, workforce/work environment factors. Guides employees and managers in resolving primarily common work-related or personal problems. Provides guidance, consultation, advice and assistance to management on all aspects of employee relations issues. This includes, but is not limited to:
grievances, disciplinary and adverse actions, ethics; employee assistance programs; performance-based actions. Oversee the analyses of grievances, appeals and complaints to identify systemic problems and recommends solutions. Individually or as a team member, conducts studies which may have significant impact on the employee/management climate. Serves as Labor Relations Specialist responsible for developing plans, training, policies, and procedures for local implementation of the labor relations program within the framework established by Federal laws. Provides labor relations services for bargaining units represented by national labor unions. Utilizes a broad knowledge of labor relations theories, principles and practices, knowledge of the objectives, principles, policies and procedures of labor relations and a high degree of judgment and originality in dealing with complex and/or controversial problems. Provides expert level guidance on effecting changes in personnel policies, practices, and matters whether established by rule, regulation, or otherwise, affecting working conditions. Informs managers and senior leadership of the requirements of the labor relations program and provides guidance and training regarding management rights and obligations as it relates to the Federal Labor Statute and the negotiated master agreement. Coordinates the facility submission and review of performance appraisals for technical review at the end of the fiscal year. Monitors HR for compliance to ensure all performance standards are issued, new employees receive their standards, mid-term reviews are completed, and tracks completion of end of the year reviews. Promotion Potential:
This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-12. At the GS-09 grade level, the incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position Human Resources Specialist (Employee/Labor Relations), GS-0201-12. The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same. If selected at the GS-11 grade level, the incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position Human Resources Specialist (Employee/Labor Relations), GS-0201-12. The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors remain the same. You will progressively acquire the background necessary to perform at the GS-09, GS-11 and then the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. If selected at the GS-09 or GS-11 grade level, the selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Advise management officials on various types of actions and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the employee & labor relations process; develop plans of actions; use a variety of standardized internal/external strategies to aid in advisement on labor, performance or correction actions. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related Ph.D. or equivalent doctoral degree. OR Ph.D. or equivalent doctoral degree or successfully completed three (3) years of progressively higher level graduate education leading to such a degree or LLM., related. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
